fix(web): raise the adjust teardrops — tips rest above the glyph tops

User report: the teardrop tip touched the letters. Raised the handle
boxes 8px (tip now rests at the line-box top, ~4px above the glyph
tops) — matches the Android handle spacing the app leg shipped.
