fix(make): restore .PHONY declaration dropped by the guidelines cleanup

The sed that removed the verify-guidelines lines also deleted the
.PHONY line (it contained those words), so 'make release' saw the
./release wrapper script as an up-to-date target and silently did
nothing. Restored with the verifier targets omitted.
